#2 & #4 carbs not getting fuel?

everything else seems to be ok,
compression 170 across the board
coil resistance & wires
was looking towards pulse generator( has anyone noticed in the HONDA manual in the ignition section its telling me to look for 1200 ohms and I was getting 3XX but in the front under specs its looking for 3xx?? ) which Im getting.
I cracked the drain screw (bowl) and saw feul, has ne1 else had
